THE DEPARTMENT OF HEALTH ANNOUNCED THE DRAFT OF THE HUMAN BIOBANKS INFORMATION SECURITY REGULATION



The field of human biobanks will be governed by the Act of Human Biobanks (“Biobanks Act”) after its promulgation on February 3, 2010 in Taiwan. According to Article 13 of the Biobanks Act, a biobank owner should establish its directive rules based on the regulation of information security of biobanks announced by the competent authority. Nowadays public affairs have gained more and more attention from the public, and increasingly request the government to meet their needs. In order to do so, the government has been seeking further assistance from the juristic person, by establishing juristic person to provide public services and meet the citizens’ request. Over the past the role and the scale of juristic person have expanded gradually, the general rules within the Civil Law could no longer cope with the complexity and magnitude of the juristic person. Thus, the government has proposed the draft to Juristic Person Act, as a means of strengthening current regulations for establishment and management of the juristic person, and supporting the juristic person in continuing to provide services for the welfare of the people....[more]
