Taiwan Information Security Center在國科會的支持下TWISC於2005年4月成立，該單位主要致力於提升資訊安全領域的研究與發展，推廣資訊安全教育，並促成產、官、學界的合作伙伴關係。目前有北、中、南三所資通安全研究與教學中心，以整合三區各大專院校及研究機構人才資源。
