Wen-Ling Sun serves as Deputy Director General in STLI. She is responsible to supervise the Technology Application Law Center, Legal Research & Resource Development Center, and New Business & Strategy Planning Center, being in charge of the research fields of data privacy, e-commerce, cloud computing, Internet of Things (IoT), green energy, digital convergence, etc. In addition, she is responsible for operation, management and supporting affairs of STLI as well.

Ms. Ying-Hsi Chiu currently serves as the Director of the Technology Application Law Center at STLI. She is in charge of projects related to e-commerce, personal information protection & management, Information Security, Anti-trust Law and other governmental technology legal policy and regulation making. She participates in many important legal policy and related systems making including the Taiwan Personal Information and Administration System (TPIPAS),Electronic Signature Act, Required Rules to the Model Contract related to Online Transaction and so on. Base on her specialty, she is invited to be the examining expert of Certification Practice Statement (CPS) and Domain Name Dispute Resolution by competent authorities in Taiwan.

During the period that Ms. Ying-Hsi Chiu took the position of senior manager, project manager and legal researcher in STLI, she was in charge of e-commerce related projects, legal policy making projects, and took part in the project of internet multimedia industries promotion, including drafting the “Digital Content Industry Promotion Act” and the “Regulation of Software Classification”, and legal research related to digital amusement. She also participated in the drafting of regulations generating from the “Culture Creative Industry Promotion Act” and projects of domain name disputes resolution. Besides, Ms. Chiu is invited to be an instructor in China University of Technology and the Department of Science Law in Ming Chuan University, teaching Civil Law, Corporation Law, E-commerce Law and Information Legal Case Studies. Prior to her job in STLI, she served as a legal specialist in Ming-Dai Management Consultant Company dealing with contracting and legal negotiation.


Ms. Chiu holds a Master of Law degree (LL.M) emphasis on Intellectual Property Law from Santa Clara University, U.S.A., and a Bachelor of Law degree (LL.B) from Department of Judicial Studies of National Taipei University. She is enrolling in the Department of Law of National Chengchi University as Ph.D student currently.

Kuo, Jung-Chin is a Deputy Director of STLI, III at present. He is mainly responsible for setting “Regulatory Adjustment of Virtual World Development Advanced Research Project” into action and namely devoting himself to legal analysis and vital legislations of substantial issues, such as online Company, online Banking, online Taxing, Distant Education, Tele-work, Tele-medicine and Consumer Protection.

In the meantime, Kuo is responsible for “The Development of E-Commerce under New Internet Era Project” and “Establishment of E-Commerce Personal Information Management System Project” and endeavoring in the establishment of “Taiwan Personal Information Protection and Administration Systems, TPIPAS”, formulating “Standard Contract Terms of Internet Trading” and researching into the study of legal reform of “Electronic Signatures Act”.

In addition, Kuo is a current member of Data Privacy Sub-Group (DPS), Electronic Commerce Steering Group (ECSG) under APEC, and carrying on the participation in the cross-border privacy protection and its global enforcement.

Serving as a legal research fellow, Shih-Chieh is conducting researches on legal and policy issues regarding international legal systems of emerging technology and development and participating in the Agricultural Biotechnology Program.

 

Shih-Chieh, a legal research fellow of STLC, has served as an assistant research fellow of the Public Construction Commission (PCC) of Executive Yuan and played an important role of implementing public-private-partnerships (PPPs) relevant task. In the period of serving for PCC, Shih-chieh also participated the government procurement duty and the international cooperation task of PCC.
Shih-Chieh has also worked as an executive secretary of the Council for Security Cooperation in the Asia Pacific (CSCAP) Taiwan Participatory Group from 2002 till 2004 and earned lots of international dialogue experiences.

Serving as a project manager, Hung-Chih is conducting researches on legal and policy issues regarding anti-trust, business risk management or transportation affairs. In addition, Hung-Chih also focuses his study on international and cross-strait intellectual property regulations and personal information management system.

Being a legal researcher fellow of STLI, Hung-Chih was responsible for legal issues and researches of Department of Industrial Technology (DoIT) and Industrial Development Bureau (MOEAIDB), Ministry of Economic Affairs. Before the STLI position, Hung-Chih was an associate research fellow of the Mainland Affairs Council of Executive Yuan and executed international and cross-strait agreement’s mutual legal assistance in criminal matters. Before serving in the government agency, Hung-Chih also was responsible for implementing several projects of university-industry cooperation in Ming Chuan University and Shu-Te University.

Liu, Yi-Cheng was responsible for contract reviewing, negotiating and drafting, legal consultation, and legal education for employees of III.
Liu, Yi-Cheng, as a legal research fellow of STLC, has implemented Industrial Technology Develop Program (TPD) and other legal projects; his research interests lied in biotechnology laws, Free Open Source Software legal issues and Nanotechnology legal issues. Furthermore, he has participated in drawing the Genetically Modified Technology Management Bill in 2005. Chen-hao Ku serves as the Acting Director for the Legal Research & Resource Development Center in the Science & Technology Law Institute at the Institute for Information Industry, where he is responsible for research and legal compliance projects in the areas of the personal information protection and management. He is the principle investigator of the internal personal data protection management and implementation projects of the Ministry of Justice and the Ministry of Economic Affairs. He also assists enterprises and non-government agencies to comply with the Personal Information Protection Act and various safeguarding and implementation measures. He also led other projects that where sponsored by the Government in legal and regulatory issues related to the application and development of emerging technology, such as the cloud computing, data security, and open data, etc.

Prior to this current position, he served as a project manager in the STLI , focusing on the legal issues of personal information protection, the applications of emerging technology and the legal studies on telecommunication and broadcasting. He also served as an in-house IP Manager at STLI, with his major task to assist the establishment of the intellectual property management system of the III and successfully sold the III's patents at the first patent auction. In February 2005, he was assigned to the Preparatory Office for the National Communications Commission to assist drafting of “The National Communications Commission Organization Act.” Besides, he was responsible for the regulatory frameworks of information & communications, as well as the project director of the Technology Development Program sponsored by the Ministry of Economic Affairs, R.O.C. Before that, Mr. Ku has been an assistant research fellow in Taiwan Institute of Economic Research and a legal assistant to a senior practicing lawyer in Kew & Load Law Firm.

Ta-Chou Huang is responsible for the project sponsored by the National Science and Technology Development Fund of the Executive Yuan to conduct researches and provide opinions on national science and technology policies from a legal perspective. He is currently detailed to Office of Science and Technology (formerly known as Science and Technology Advisory Group) of the Executive Yuan as Deputy Director of Manpower, Industry, & Legal Policy Unit. His research areas include intellectual property law, information law, and health law.

After joining STLC in May 2001, Ta-Chou Huang’s researches mainly focused on the legislation of Taiwan’s Electronic Signatures Act. In addition, he was the co-director of the projects regarding the drafting of Electronic Government Records Act (draft) and the research of the regulatory framework for privacy protection of electronic health records. Mr. Huang also taught Information Law, Intellectual Property Law, Legal Research, and Contracts at Shih-Shin University as Adjunct Assistant Professor from 2003 to 2006. Prior to working for STLC, Mr. Huang was Legislator Fu-Hsiung Shen’s legislative assistant in the Legislative Yuan.

Currently, she is in charge of the project of the Taiwan Intellectual Property Management System(TIPS) and also coach those enterprises for establishing their internal Intellectual Property Management System.

Before entering the Science & Technology Law Institute, she engaged in biology-related studies in the National Health Research Institute. In addition, she acted as a engineer in Tai E Patent Law Office where she was in charge of drafting of local and foreign patent specification. Afterwards, she served as a research assistant in the National Applied Research Laboratories. Because of business requirement, she transferred to the Department of Planning and Evaluation of the National Science Council where she was responsible for the operation of auditing the Government Technology Budget, planning of intellectual property management of NPO and checking patent and contract and so on.
Tsung-Hsuan Tsou is also a candidate of lead auditor who has completed the required formal training of ISO 9001:2000 standard under IRCA Auditor Certification Scheme. With the receiving of Qualification Certificate and further practicing, Tsung-Hsuan Tsou is now an expert of “quality management system” and its international standards. Before joining the STLI, Pei-Chi Chang has practiced as an attorney in L&C Attorneys-at-Law (hereinafter referred to as” L&C”) for around a half year. Before L&C, Pei-Chi Chang was an intern attorney of Legal Aid Foundation and an assistant at Taipei and Shilin branch offices of Legal Aid Foundation.

As a legal counsel of legal center for STLI/III, Ruo-Ji An now is in charge of reviewing internal regulations, analyzing legal issue and participating in the planning of system of legal center.

Before joining the STLI/III, Ruo-Ji An worked in the Ministry of Education as a special assistant, responsible for reviewing laws and regulations, expounding dubious interpretations of laws and regulations, and the digitalization of laws and regulations. During his service in the Ministry, Ruo-Ji An also worked for the administrative deputy minister as a secretary for around 1.7 years.

Lee, Ko-Yi is in charge of implementing Industrial Technology Develop Program(TPD) continually sponsored by the Ministry of Economic Affairs, and “Project of Promtion of Industry in Free Software” sponsored by Ministry of Economic Affairs. His research fields include Law on R&D, Law on Environment, Law on Free Software, Law on Intellectual Property Rights, and Law on Government's Police & Legal Framework on Science & Technology Development.

 

Lee, Ko-Yi was in charge of “Project of Promotion of the Legislation of the Electronic Signatures Law”,“Project of Application of Internet Business”,“Project of Research in WLAN/Cellular”.And Lee, Ko-Yi was the Law Researcher of” Project on Impact of the Law on the Internet”,“Project on Laws and System for Online Fund Transfers”,“Electronic Government Procurement Law Project”.
His research fields include Law on Electronic Signature, Law on Electronic Commerce, Law on Telecommunications, Law on Bio-Technology, Law on Information Privacy, Legal Mechanism for Government Procurement.

Ya-Huei Lin serves as the Section Manager of Operation Supporting Section at STLI in charge of controlling internal project funds, human resources, and supervise financial affairs of the department.

 

Before joining the STLI, Ya-Huei Lin worked as Project Accountant of  Yuan-Da Management Consultants Co., Ltd and dealt with accounting on project.

 

Ya-Huei Lin holds the degree of business administration from National Zhong -Xing University in Taiwan.

Tzu-Hsiung Wang serves as legal researcher at the Science & Technology Law Institute (STLI) for the Institute for Information Industry (III) in Taiwan. He specializes in international and comparative law and policy on energy information and communication technology, renewable energy, environmental protection, advanced manufacturing, Internet of Things, and information privacy, etc.

Before joining the STLI, Tzu-Hsiung Wang worked as a postdoc at the Institute of Law for Science and Technology, National Tsing Hua University (Taiwan). He is an Adjunct Assistant Professor (Assistant Professor Certificate, Reg.No:038940) in the School of Law at the Soochow University (Taiwan)and Ming Chuan University since 2009.

Tzu-Hsiung Wang received his LL.D. in Public International Law from Soochow University (Taiwan) in 2013. His dissertation is funded by a grant from the Ministry of Science and Technology (former National Science Council).

Before joining the STLI, Hong, Cheng-wei was a Law Clerk for the Justice of the Constitutional Court. As he worked for Office of the Justices of the Constitutional Court, he was responsible for all procedure matters about Constitutional Interpretation, data collection, preliminary issues coordination and analysis.

Bobby Hsu now works as Legal Researcher at Science and Technology Law Institute (STLI), where he is responsible for policy research in the field of energy law and innovative technology.

Prior to STLI, Bobby Hsu was Senior Assistant Research Fellow at Taiwan Research Institute (TRI). Before TRI, He had also worked as Direct Dialogue Campaigner at Greenpeace (East Asia, Taipei) and Program Associate at Human Rights in China (Hong Kong).

Bobby Hsu holds , LL.M. (Master of Law) from the University of Amsterdam, the Netherlands and LL.B. from National Taiwan University.

Before joining for STLI, Cheng-Hsiang Sun was an Assistant Research Fellow for Chung-Hua Institution for Economic Research (CIER). Before CIER, He had also worked as Senior Assistant Research Fellow at Taiwan Research Institute (TRI).
