Director General

Dr. Ray Chang serves as the Director General in the Science & Technology Law Institute (STLI) at the Institute for Information Industry (III), where he is responsible for managing the Institute’s business and affairs, including determining and implementing policies and making decisions for the Institute. He is the principle investigator of the following projects for the Ministry of Economic Affairs (MOEA): (1) Legal Projects for the Industrial Technology Innovation, (2) Project for Constructing Legal System for Innovative Research & Development, (3) Establishing Legal Environment for Cross-Boundary and Integration of Technology for National Policy, and (4) Project of Constructing Communication Platform for Science and Technology Legal Information. He is also the principle investigator of the Project for Promoting Value Creation of Culture Content and Constructing Intellectual Property Registration System for Taiwan Creative Content Agency (TAICCA) and the Project for Supporting Legal Framework of Science and Technology for the Ministry of Science and Technology (MOST). He also leads other projects sponsored by STLI in studying (1) Information Certification Standard and (2) Digital Sovereignty and Digital Market Order. Besides, he is the Director of the Board for Southern Taiwan University of Science and Technology (STUST) and the Committee Member for Petitions and Appeals Committee of Tainan City Government.His fields of research expertise include Entertainment Law, Intellectual Property Law, and Science and Technology Law.
Prior to this current position, he served as the Professor and Director of the Graduate Institute of Financial and Economic Law at STUST for more than ten years. He also served as the Delegate of National Assembly for Republic of China, Committee Member for Traffic Accident Investigation Committee of Tainan City Government, and the manager of the multimedia department for iCareAsia Medical Web.

Gloria Wu

Chen-hao Ku serves as the Acting Deputy Director General and Director in the Science & Technology Law Institute at the Institute for Information Industry, where he is responsible for research and legal compliance projects in the areas of the personal information protection and management. He is the principle investigator of the internal personal data protection management and implementation projects of the Ministry of Justice and the Ministry of Economic Affairs. He also assists enterprises and non-government agencies to comply with the Personal Information.

Protection Act and various safeguarding and implementation measures. He also led other projects that where sponsored by the Government in legal and regulatory issues related to the application and development of emerging technology, such as the cloud computing, data security, and open data, etc.
Prior to this current position, he served as a project manager in the STLI , focusing on the legal issues of personal information protection, the applications of emerging technology and the legal studies on telecommunication and broadcasting. He also served as an in-house IP Manager at STLI, with his major task to assist the establishment of the intellectual property management system of the III and successfully sold the III's patents at the first patent auction. In February 2005, he was assigned to the Preparatory Office for the National Communications Commission to assist drafting of “The National Communications Commission Organization Act.” Besides, he was responsible for the regulatory frameworks of information & communications, as well as the project director of the Technology Development Program sponsored by the Ministry of Economic Affairs, R.O.C. Before that, Mr. Ku has been an assistant research fellow in Taiwan Institute of Economic Research and a legal assistant to a senior practicing lawyer in Kew & Load Law Firm.

Lee, Ya-ping heads the First Division in STLI. She leads and participates in a great number of research projects concerning the development of Taiwanese technology laws, complements the formulation of national hi-tech industrial policies. She acts as Think Tank of the Government, and provides suggestions for the Government and industries, so as to create a comprehensive legal environment that nurtures Taiwan’s hi-tech advancement and industrial applications. She also conducts preliminary research in pioneering areas of science and technology law, which enables the Government to draft or revise related policies and laws.
She holds a concurrent post as the Commissioner of Industry-Academia-Research Collaboration Committee of the Pharmaceutical Industry Technology and Development Center, and a lecturer of law in Chung Yuan Christian University.

 

Since Lee, Ya-ping joined STLC in 1996, she was a Legal Research Fellow and Project Manager of the Science & Technology Law Center, and held a concurrent post as Legal Consultant of Industrial Technology Research Institute.

Before joining the STLI, Tzu-Hsiung Wang worked as a postdoc at the Institute of Law for Science and Technology, National Tsing Hua University (Taiwan). He is an Adjunct Assistant Professor (Assistant Professor Certificate, Reg.No:038940) in the School of Law at the Soochow University (Taiwan)and Ming Chuan University since 2009.

Tzu-Hsiung Wang received his LL.D. in Public International Law from Soochow University (Taiwan) in 2013. His dissertation is funded by a grant from the Ministry of Science and Technology (former National Science Council).

Serving as a legal research fellow, Shih-Chieh is conducting researches on legal and policy issues regarding international legal systems of emerging technology and development and participating in the Agricultural Biotechnology Program.

Shih-Chieh, a legal research fellow of STLC, has served as an assistant research fellow of the Public Construction Commission (PCC) of Executive Yuan and played an important role of implementing public-private-partnerships (PPPs) relevant task. In the period of serving for PCC, Shih-chieh also participated the government procurement duty and the international cooperation task of PCC.
Shih-Chieh has also worked as an executive secretary of the Council for Security Cooperation in the Asia Pacific (CSCAP) Taiwan Participatory Group from 2002 till 2004 and earned lots of international dialogue experiences.

Kuan-Yu Lin currently serves as a section manager in Science & Technology Law Institute (STLI). He is in charge of the management and the operation of Taiwan Personal Information Protection and Administration System (TPIPAS). Along with the governmental authorities, he devotes himself to promoting personal information protection in Taiwan.
With the past experience working on Technology Development Program (TDP) sponsored by the Ministry of Economic Affairs, Kuan-Yu continues his professional enthusiasm and provides related legal opinions to Ministry of Economic Affairs, Ministry of Transportation and Communications, and Environmental Protection Administration.

Before joining STLI, Kuan-Yu had diverse working experiences. Serving as a law clerk at Song Jiang International Trademark & Patent Office, he gained practical experiences filing trademark applications and drafting the complaint for several famous companies, including but not limited to, SF Express, Beijing Tongrentang, ETUOH, and Top Pot Bakery. Prior to that, he was a high school history teacher.

Ms. Ying-Hsi Chiu currently serves as the Senior Project Manager of Digital Innovation Center at STLI. She is supporting project planning/organizing and research developing in the center. Her professional research fields are including e-commerce law, personal data protection law and its management systems, information law, internet law, competition law, intellectual property law ,etc.

Ying-Hsi has participated in the establishment of many important bills, regulations, policies and related policy systems, for instance, the policy for adaptation of law in the Virtual World, Taiwan Personal Information and Administration System (TPIPAS), Personal Data Protection Act and following regulations, Electronic Signature Act, e-Payment related regulations, the Model Contract related to Online Transaction, Regulations about electronic governmental document, Digital Content Industry Development Bill ,and so on.


Base on her specialty, she is invited to be the examining committee of several events, including MOEA franchise tracking evaluation, Sport Administration Personal Data Management Regulations (draft)evaluation, MOEA Certification Practice Statement (CPS) evaluation, TWNIC Domain Name Dispute Resolution, and so on. She also invited to participate in several national or international conferences or courses as speaker, lecture or keynote speaker with multiple topics, for example, topics related to e-Commerce law, e-Signature law, e-Payment law, personal protection law, etc.


Besides, Ms. Chiu is invited to be the Adjunct Assistant Professor of the Department of Financial & Economic Law at Chung Yuan Christian University since 2019, teaching Information law, the adjunct lecturer of the Department of Science Law/Department of Financial Law at Ming Chuan University since 2008, teaching E-commerce Law, Information Legal Case Studies, and Internet Law, and the adjunct lecturer at China University of Technology from 2004 to 2005, teaching Civil Law and Corporation Law. Prior to her job in STLI, she served as a legal specialist in Ming-Dai Management Consultant Company dealing with contracting and legal negotiation.

She specializes in personal information management system (PIMS), privacy laws and conflict of laws, etc. Hsin-Yu is currently responsible for implementing Taiwan Personal Information Protection and Administration System (TPIPAS) and is appointed to be lecturer, auditor and planning of specialists & professionals training programs as well. Hsin-Yu main areas of focus at STLI include protection of personal information and responsible for Taiwan Personal Information Protection and Administration System (TPIPAS) maintenance, promotion and professional training.

Before joining the STLI, Hsin-Yu served as the Chief Operating Officer (COO) and legal manager for the company “imageDJ”, and was mainly responsible for legal affairs such as operation management, litigation coordination, contract review management, and intellectual property rights (IPR) authorization.

En-Row serves as a Legal Researcher & Attorney at Law at the Science & Technology Law Institute (STLI), Institute for Information Industry (III). He specializes in Personal Information Protection, the Personal Information Management System (PIMS), Privacy Laws, and Conflict of Laws. En-Row is currently in charge of implementing and promoting the Taiwan Personal Information Protection and Administration System (TPIPAS), as well as lecturing, auditing, and implementing TPIPAS verification and review within a specific scope.

Before joining the STLI, En-Row worked with reputable law firms assisting in securities law and intellectual property law cases/litigations, as well as reviewing contracts and due diligence. Currently, she is in charge of the project of the Taiwan Intellectual Property Management System(TIPS) and also coach those enterprises for establishing their internal Intellectual Property Management System.
Tsung-Hsuan Tsou is in charge of projects related to brand and intellectual property (IP) topics. And she also promotes governmental projects by offering professional services of IP protection, management and strategic deployment to Taiwan enterprises that aim to establish international brands or operate markets abroad.

Before entering the Science & Technology Law Institute, she engaged in biology-related studies in the National Health Research Institute. In addition, she acted as a engineer in Tai E Patent Law Office where she was in charge of drafting of local and foreign patent specification. Afterwards, she served as a research assistant in the National Applied Research Laboratories. Because of business requirement, she transferred to the Department of Planning and Evaluation of the National Science Council where she was responsible for the operation of auditing the Government Technology Budget, planning of intellectual property management of NPO and checking patent and contract and so on.
Tsung-Hsuan Tsou is also a candidate of lead auditor who has completed the required formal training of ISO 9001:2015 and 27001:2013 standards under IRCA Auditor Certification Scheme. With the receiving of Qualification Certificate and further practicing, Tsung-Hsuan Tsou is now an expert of “quality management system” and its international standards. She is capable to assist enterprises to build up internal management systems effectively.
